About the Role:

As a Carrier Operations Manager, you will be responsible for overseeing the underwriting function, driving strategic initiatives, and ensuring that our processes align with both company goals and customer needs.

About the Team:

The Carrier Operations team’s purpose is to lead the integration of industry knowledge, data-driven strategies, and cross-functional collaboration to optimize our carrier operations and carrier partnerships. The Carrier Operations team is committed to maintaining high standards of excellence in the health benefits space, ensuring that small business owners and their employees receive the best possible service.

Here’s what you’ll do day-to-day:

  • Lead the team in maintaining a deep understanding of underwriting rules and the carrier landscape, ensuring that we stay ahead of industry trends and carrier changes.
  • Ensure the team maintains a business critical plan, rate quoting, and data engine, operational process maps, and knowledge management.
  • Proactively identify large scale issues and ensure proper activation, scoping, and resolution with the team.
  • Collaborate with cross-functional teams, including operations, sales, and product, to align on strategies and drive data-informed decisions that enhance our underwriting and carrier relations.
  • Manage key projects, ensuring that initiatives are completed on time, within scope, and with high quality, even as business priorities shift.
  • Advocate for improvements that benefit customers, using data insights to recommend product updates based on a deep understanding of carrier and customer needs.
  • Empower your team to identify opportunities for improvement, solve non-clearly defined problems, and prevent issues from recurring.
  • Utilize your strong problem-solving skills and ownership mentality to lead your team in delivering continuous improvement across all underwriting and carrier-related processes.

Here’s what we're looking for:

  • Strong leadership and communication skills, with the ability to collaborate effectively across teams and present data-backed recommendations.
  • Proactive and adaptable, capable of navigating changes in the business environment and adjusting strategies accordingly.
  • Highly organized and detail-oriented, with a focus on delivering high-quality results on time.
  • Problem solver with a passion for continuous improvement and customer advocacy.
  • Strong analytical skills, proficient with data reporting tools (e.g., Redash, Tableau, Salesforce reporting, Excel), and experience in using data to drive decision-making.
  • 5+ years of experience in health insurance or a related field, with demonstrated experience in leading teams and managing projects.
  • 5+ years demonstrated leadership experience.
  • Experience in managing cross-functional projects, driving strategic initiatives, and aligning team efforts with business goals.
  • Bonus: Prior experience in data analysis, project management, or working within the underwriting or carrier relations space.

Our cash compensation amount for this role is targeted at $126,000/year to $149,000/year in Denver, Las Vegas, and Orlando. Final offer amounts are determined by multiple factors including candidate location, experience and expertise and may vary from the amounts listed above.


Gusto has physical office spaces in Denver, San Francisco, and New York City. Employees who are based in those locations will be expected to work from the office on designated days approximately 2-3 days per week (or more depending on role). The same office expectations apply to all Symmetry roles, Gusto's subsidiary, whose physical office is in Scottsdale.

Note: The San Francisco office expectations encompass both the San Francisco and San Jose metro areas.

When approved to work from a location other than a Gusto office, a secure, reliable, and consistent internet connection is required.
